I'm not exactly sure so don't use me as a source on this, but I think that was one of those things that were taught to girls in "finishing school," aka the old schools that taught girls how to be maximum girly back in the days when a girl's manners, perceived weakness/submissiveness, and home utility were the deciding factors in marriage. Now it kinda lives on as a way to make an animated character run in a frilly way.

If this is going to end on a happy note, then here's my prediction: What Lezmiral meant by "the one filling in for Tokonatsu-kun" is that there's someone who's going to replace Tokonatsu on that business that he's preoccupying himself with, and thus that the one who's going to "come over" is Tokonatsu himself, not a replacement admiral.

So have I. Some of them in sports teams, and among the faster ones.

Animated characters, especially Japanese ones, usually have awful running techniques.

There is a trope for this type of walking. Also is that a mocking smile? look at those slit eyes
