As far as the Danbooru wiki explains, Osatou was the first to design the yukkuris before Tani took it further.

I know Osatou was the creator - I was trying to figure out why the character on the ema looked familiar - then I remembered Akiyama Yukari and her messy hairdo which looked just like that osa-yukkuri.
