Three approvers clicked the button to not approve this image; perhaps that's being hidden from view to normal users now? Having the "votes" visible was nice in theory, but given a lot of approvers browse through without bothering to click a "nope" button on every post the number is very misleading as to how many actually reviewed it.

It has been reviewed by 3 moderators. 3 did not like the post enough to approve it.

I can see the message so it probably is being misinterpreted.

It's never hidden. Normal users can see this message and even unregistered users.
Which I don't really get...I thought that this is invisible for users that are below Janitor level or have approval power. At least it was this way for some months.

As far as I know, since they announced an attempt at more transparency in the approval system, it's been visible to everyone.

I think the problem is that it isn't clear that what the message means is that three moderators actually looked at it in mod-queue mode (or something?) and specifically clicked a button that, presumably, says something like "I don't like this enough to approve it".

Since I've also seen "X moderators think this is poor quality", that must be a different button, so the one that causes this message - I've come to think of it as the "meh" button.

(Note: I'm not a mod and don't seek to be. The above is a guess.)

The counter was hidden to begin with, but people were constantly appealing images because obviously their grand upload had never been seen by a single approver (because if just one saw it it was destined to be approved). So, the vote count was made public so people would know that their posts were being seen and reviewed (and originally I was all-for this change). Now, people notice the number of approvers around the site or listed on the Users page and see only 3 or so on their deleted post and the conclusion is made that all the rest of them aren't doing their jobs at all. That's why I try to explain, whenever I come across that complaint, that a lot of us review with methods other than the specific Moderation Queue page (where The Buttons are presented handily right next to the image thumbnail, but the page has other downsides) and it'd be annoying to open every image to click a Button on it.

There are four "nope" Buttons; No Interest, Poor Quality, Breaks Rules, and one that lets you leave a custom message while also using one of the other three.
