You bet your rear end it is. Check the website source - it's the official League website. The new Star Guardian skins are on the PBE and will be going live soon.

They lack a top laner, but this roster could work.

Poppy is top lane, they lack a jungler.

Lulu top, Lux mid, Jinx adc, Janna supp, Poppy jungle, a bit unorthodox but hey, works. Man I wanna see it in game

given their lore, I'd say Janna might be top and Lulu might be support.

Same here - I'm fairly certain folks have been doing that on the PBE already. It doesn't help that Poppy is a better top laner than she is a jungler, but it would be awesome for someone to pick a full Star Guardian comp and win.

Well yeah but Lulu top actually worked for a while, until they nerfed the living hell out of her...

I'd actually like to see Sona try her hand at being their nemesis.
