it's very hard to measure whether the arm/palm is too big if it comes down to foreshortening. flagging an artwork because the for the flagger the palm "looks" "a bit" too big is unreasonable. i gotta point out those words to show how opinionated and minor the flaggin reason is and should be easily brushed off. the palm is on perfectly fine size and even if it's "a bit" big, it's still in good size.
and no, the hand will also land on the hip, rather than knee. the hand isn't heavily foreshotened, in fact it's just lightly foreshotened. you can see the arm is more pointing to the side rather than toward the viewer. so unless you stretch the arm really hard, the palm won't land on the knee.

It's more likely a manner of speech trying to be less confrontational in an attempt to draw fewer of the rage-filled comments that The Red Border generally attracts.
Completely ignoring the flag, this image is troubling to me. The detail in her clothing and pinup legs is wonderful, but that hand is strange and the chin being nearly a triangular prism is odd.
