i think this one is pass. this one clearly not trying to be anatomically correct. in fact it's exaggerated on purpose, it's not the fault of the drawing.

and if you want to still complain about the shoulder, the left shoulder is pushed forward to make the paw pose. the shoulder is not dislocated but only the way the artist draw the collarbone that giving that look. and for "The shoulder are looks squashed together", bad grammar aside, i honestly don't understand what are you trying to say because it's looks fine the way it is.
