It might be visual shorthand. Short hair means the person is a new recruit, and the other girls having longer hair mean they're more experienced than the mc.

Makes sense when you put it like that. I don't know if all girls are like this, but the ones I know cut their hair when something traumatic or life-changing happens. The only other instance of this I have seen is in Stellas women's academy where the MC cuts her cute hair to be more aggressive or whatever. As a guy who loves ponytails and long haired girls, I feel like it is a waste, but it could be worse I guess. They could give the girls those pragmatic but ugly buns like in the Marines.
