With tsumo, you need to read the other players discards and judge the amount of tiles left to determine the probability that you'll get what you're waiting for - generally, one doesn't aim to tsumo (there are very few hands that need tsumo to win.)

You can say that, but isn't Akatsuki, false impression or not, under the impression she's going to be doing a functional strip-show for the admiral just because he asked her to, and is dressing to give the impression she wants him to have when he sees her nearly-naked?

This is basically on the level Haruna was on when talking about the foot bath (although Akatsuki can at least hope not to get completely naked).
