i assume this character ive been seeing is just armor+weapon and can be made with any character in MH right?

Yeah. You can make any armor or weapon for your character provided you have the parts and cash. The armor she's wearing is the female Kirin set; it seems to be a fan favorite, probably for it's revealing nature. As for the Sword and shield, I think it's a Golden Falchion, not entirely sure.
