I can't find it explicitly stated in the how to:appeal but, this isn't the first time this happened so probably yes, appeals only go through after a post gets deleted. Which makes sense since moderators are already looking into an image during this queue time.
You absolutely can appeal a post that isn't deleted, yet, and people appeal things that already have appeals on them while still flagged, at that. The problem is more likely a character limit that simply doesn't have an explicit note.
If you want to write three paragraphs, post it as a comment, and make the appeal simply reference the reasoning in your comment.

I would say silently. Hit the Submit button, the window closed and the page remained the same. Usually it would refresh and the Appeal would be there over the image.
It seems impossible to delete an appeal, so I'm reluctant to check it on live system. Either way, when an appeal fails, it should generally notify you in the red pop-up at the top of the page. Maybe it was a general network hiccup so the request failed silently.
