Maybe. She hasn't been in the story yet but the Babylon chapter is scheduled for december.

Not really, maybe this was done before Ishtar was on Gacha so people just assumed or theorised their personalities like they do with Jean Alter Loly

This is Fate grand order we are talking about, even if the "lore" doesn't state it i would't be suprised if some writers added in some of their own preferable dialogue/interaction between these 2. It happened before, just look at the so called "emiya family" in F/GO...

Isn't there's any tag or pool for a "lady killing" lines or comics like these?

I know that, but her voice lines do show she's influenced by the body she inhabits.

Plus, why else would she use jewel magic. :V

Actually, apparently Rin and Ishtar seem to have similar personalities, since that was one of the requirements for her possession. It's probably also a mutual posession.

Scathatch is also technically a god, so I doubt Ishtar could possess her if she could.

I think he means Rin getting possessed by Scathatch, since Nasu compared Scathatch as a "scarier version" of Rin.
From what we know of Ishtar she seems to have a much to vile personality, but obviously Scathatch is already a existing servant and F/GO does whatever it wants.

Vile isn't really the word I'd use. She's kinda like Rin but more... godlike, in the old god sense. More whimsical, more self-centered, and MUCH scarier when pissed.
