Use a program like adobe ImageReady and change each of the frames' timing? Perhaps just look at the image through another browser like internet explorer or opera. The timing displayed should be slower I believe.
Older browsers had a limit to how fast they'd play gif frames, so if the gif is set too fast you'd never notice until you get a recent-ish browser. It used to be limited to, I think, 10 fps. All in the name of bug-for-bug compatibility with Internet Exploder.
That's why many old gifs suddenly play faster than you're used to. For Opera, it changed with version 9.

There *needs* to be an all-inclusive tag for this situation. Srsly, one of the absolute hottest things I can think of, better than all of the permeated gangbang/bondage/rape/tentacle junk. Beautiful in how simple it is: a girl thrusting her hips and squealing just because it feels so good! ;) It's a crime that there's so much dark, repugnant stuff elsewhere in this OVA, even with this girl, immediately following this scene.
