Hard to tell, but it might be. Same school colors, red hairpin, dark-blue hair, light brown eyes... very evident complex about her breasts.

If it is the same character, the "certain incident" may be referring to the hostage situation. It seems her classmates are still trying to preserve her dignity and not fall into her pace, regardless.

I haven't followed Nanashi for too long now. Does this girl have any name? Pretty sure I'd seen her quite a lot of times.
