Flag or not, I'm surprised that pictures like this don't have the sketch tag added.

Looking at the artist I don't see reason to flag it. That's just the style of thr artist, a sort of roughly sketched and shaded image.

Picasso drew really abstract pieces of art (see also Cubism).
That here is absolutely not comparable with Picasso since this is a really, really rough sketch with multiple anatomy issues (if the artist would draw in the "Cubism" style then you notice that).

Again, this is a really terrible argument, since it's just begging the flagger to go through and flag even more of the same artist's work.

I guess they wanted to express something else: Picasso is not known for good anatomy :P. Yet, their pictures are good in their style category, off-topic or not.
