To respond to the more recent flag, her left leg is tucked in to the right, so it should look shorter from this angle than the right leg. Her left arm is also mostly obscured, so there's no reason to say it's too short.

If you have your right and left mixed up, then her right arm is at an angle, and the robes in front of the arm mess with your judgement of length. I measured out the length of that arm, and it reaches to her upper thigh if it were at her side, so that's proportionately correct.

Her neck is an appropriate size for her head. If anything gives off the odd sense of proportion, it's that her torso as a whole is very slim/narrow, which gives off that relative sense of length. (I.E. neck appears large because shoulders are slim.) Outside of the unusually-petite build (but not out of the realm of the possible), the only real problem is somewhat small feet.
