PNG doesn't have artifacts, but it's predecessor, GIF, does. This was probably a GIF resaved as a PNG.

Someone ask for a clean version of this , I hope this is enough , althought it is not perfect, perhaphs, someone else could do a better job

Sorry, I saw another one with the same Tag, the other was also a png, I use the same image and reupload it with the changes someone else requested

GIF is a lossless image format. However, it only supports 256 colors. The "artifacts" you refer to are the effects of dithering applied while converting an image from more than 256 colors to 256 colors.

So it doesn't matter if it was a GIF resaved as a PNG, but rather if it was an image whose color depth was reduced.

I'll get the cosplay card up if someone want to fix again. LOL I don't have the Suka Card form unfortunately. Someone has the skills to clean the pics up as I see here.
