That would be like saying that we shouldn't flag posts because of long_legs because there is a tag for such things. The help:flag_notice is your friend. Besides, the child posts were also flagged and deleted and those things had a "elaborate" flag reason. So if this is flagged by the same or another person, they probably thought that it's enough this time^^.

I mean sure this isn't the best anatomy on this site but I really fail to see how this falls under unacceptably bad.
It's intentionally written subjectively, and up to the approvers to decide whether it's correct or not. Flag reason is valid, but one of is might think it's acceptable despite the flaws.
But they have fear to re approve it seems, like to create or upload new artists. That wanna be "they should not think that I have bad tastes" it's just laughable. To me this flag is just someone who couldn't "fap" to the image, ignoring about the variety of arts and the artist own development in the world, trying to standardize just one with 90 60 90 according one or just 20 books of art.
Ehh, I dislike this flagging movement just as much as anyone, but I think it's necessary in a number of ways. It's just targeting the wrong posts (imo) at times, so the sentiment is a bit misguided.
There's also been more downvoted posts that don't show anatomical perfection, which is a mild annoyance. But it's their privilege to, so meh.

I'd pay more attention to score if the posts that got the most score weren't always the same "giant boobs and a pantyshot" images, while some of the best art on purely aesthetic grounds, or really popular, long-runing comic series get only 0-4 score.
A lot of stuff that never gets a single approval has 10+ score, which means all the janitors agreed it was garbage.
Honestly, I don't see this as very good on just plain quality grounds, although it's not quite enough for me to flag it...
The way I see it, what most users come to booru for is art like this. Art focusing on aesthetic is less popular here since most users here (and this was found from the survey) are here for erotic, 'sexy' art.

You mean all the janitors who looked at it. And I don't think they thought it was garbage (if by way of the PQ option). I think they just didn't like it, so I wouldn't say that. Sometimes I just miss things when clicking through the queue, and there are times where I search status:pending order:score just to see what's popular that deserves grace.

I mean there are images with 2+ believe it has poor quality votes on an image, and it still has positive scores. (And that image would be a guaranteed anatomy flag for the "Boobs and Butt Pose"... And I found that one after less than a minute of just randomly clicking images until I had one with sufficient "poor quality" votes on the recent pages, I could easily dig back for more blatantly bad art if you prefer...) Or stuff that is an obvious ToS-violating 3rd party photoshop.
There's always going to be more pantyshot art, so having the same people upvoting every single image with a pantyshot while not upvoting anything else functionally makes their votes meaningless except as an indicator that the pantyshot tag is there. If all pantyshot art functions for the same purpose, and we're drowning in the stuff, shouldn't we be trying to restrict it to the good pantyshot art? Because there are people who upvote this stuff completely regardless of quality.
The system is inherently geared more towards getting people to giving positive scores to art than negative ones. (You have to explicitly go out of your way to want to view then downvote something, as opposed to the people who are actively searching for things and 'accidentally' upvoting with favorites, which some people are really indiscriminate with...) You have to upload a post that actively inspires the hatred of people who have no reason to seek it out to get downvotes. There is essentially no mechanical reason to even bother downvoting images. It essentially takes someone uploading their own MSPaint doodles or guro against a popular character to actually get guaranteed negative scores on Danbooru.

Actually, I think I found a better example of my point:
Thesetwo images I just saw in the mod queue are literally identical except for the existence of a bikini top, but (at time of posting) one has a score of 1, and one has a score of 10. (Again, it's not rocket science, here, you can easily guess which one has the higher score.)
Now then, if we are to approve things because of score, doesn't that dictate that we should be approving the topless image, and maybe letting the virtually identical one with a top on get deleted?
Again, there's no actual incentive to take the time to downvote anything, and people can functionally upvote things by favoriting them for reasons other than because they actually like them. (I know I used the "favorites" menu as a bookmark in long pools, or to make it easier to find posts with comment chains I was interested in...) The fact that score by and large just indicates whether or not nipples are out really makes any notion that you're comparing apples to apples when comparing images by score really unsupported.
