Considering the admiral's density, I wouldn't doubt he's referring to his own hairstyle instead of someone else's.

You can't ask for short hair, Admiral. Where else would she (apparently) keep her "you chose poorly" sword? (Or at least, it looked at first glance like she's drawing her sword from her hair as she just picked it up and is about to cut it.)
