What's been translated so far suggests: Kaga's asserting that the 5th CarDiv's lustful shenanigans have been setting a bad example for the destroyers, who are imitating their lewd behavior and calling it "5th CarDiv play"; and, shamed by this, the 5th CarDiv (well, most of them) is pledging to ease up on the PDA.

Edit: There seems to be something about excessive alcohol consumption in there too (and resulting dissatisfaction from some of the non-carriers commonly portrayed as alcohol-lovers), but it hasn't been fully translated yet.
