Candles can be knocked over; but are otherwise safe. Flaming torches as used in all the best tunnels * can flare ( leaping flames aside, they also don't last that long ).

They're not torches, though, they're sconces.
Most libraries used oil lamps, because an oil lamp was cheaper than candles, produced more light, and could last a long time. These look like oil lamps in the sconces. (A black pot in a metal cage that produces a steady flame.)
Knowing it's the SDM's library, however, it may well be some sort of fire spell bound into a pot.

Wait, are you talking about something else? That's very clearly an open fire effect drawn on that balcony. Those are torches on the wall. Or, rather, some kind of brazier sconce.
