I honestly have to wonder why she's a bokukko at all, since even in canon, she doesn't act the part like someone like Mogami does.

I've wondered the same thing many times. She does have a deep-ish voice but she doesn't really have a tomboy feel to her. Instead she exudes an extremely gentle and soothing aura. The air about her radiates a purely feminine and caring atmosphere which is what I believe nets her so much love. That and the fact that rain is cool.
Yandere Shigure pops up when that caring and intimate aura gets kicked WAY up.

Though I guess this is mainly based on the implication that bokukkos HAVE to be tomboy-ish or something.

OR MAYBE I'm a moron and I can't see the real charm behind her I dunno!

Funny, I always thought of her in-game lines as sounding rather mournful. I thought that was part of why she gets shipped with Yamashiro so often, as fellow depressives, and also out of some sense of survivor's guilt on Shigure's part.

I believe it's more referenced to the way her voice actress, Tanibe Yumi, thought how she should be (as a character). I read in her recent interview (forgot what KanColle Naval review that was), but I think she was asked why the voices of the characters she voiced are comparatively different from how they're voiced in their base form and how their voices sounded in their later forms (Kai/Kai Ni form). In particular, she said in the interview that when she studied Shigure's history, Tanibe Yumi thought that she should be serious-voiced with a cool demeanor (hence her bokkuko speech patterns). Later on we can all observe that Shigure's voice mellowed down a bit in her seasonal lines, which are more feminine sounding now than her base voice.

I really want this Shigure in my base.

Being too late for discussion, but I believe that Shigure lives up to her attribute as a bokukko.
Her cool and calm demeanor was there from the start to begin with. What line she has even in base form is rather boyish if you look at it. She says she's disappointed in "you" for crying out loud. That's something a 13 years old boy would say to his friend/parents/teachers and such. Well, at least, the way she phrases it in Japanese is. Her Kai-2 form is feminine, but still quite manly for being a girlish girl she is.
So it's more like she's a more on the feminine side androgynous kind of cool headed cute girl?

Didn't get to play the game at all... Don't know much about her Bokukkos... But I do like Shigure, and how these artists draw her in arts and fan manga's. She got some great character and I love her. Also man voice actor earned more of my respect! She just used the knowledge of the actual Shigure ship, and made it a reference and also use it to express Shigure! Man She is amazing including Shigure!
