About the flag, most if not all female characters by this artist has similar anathomy, so flagging and deletting this picture should have been followed by rest of silly's works.

I honestly would not have any problem with it, since the waist is just extremely thin in nearly all of their post. I know that this is probably my exclusive opinion, but I can good understand why this post got flagged.

This tag team flagging is getting out of hand. Please see topic #14010

Do any of these reasons seriously impact the quality of the entire image. Is this image so 'bad' that it warrants back to back flagging?

Personally, I would answer in the affirmative. Even without the silly breasts it would look terrible. I actually don't see anything anatomically correct in this image; the arms are too narrow, the breasts don't fit at all (though big boobs get stapled on everything, so that isn't much of an argument), the torso is too long, the torso's musculature makes it look like her sternum caved in, her vagina's too high up, her thighs are bigger than her entire torso (again, thicc gets stapled onto everything, so etc.). The face, hair, and headwear are actually pretty nice, I guess.

If someone has a grudge againt an artist/post, can they just spam flags on it? Seems like a pretty bad system.

Well, it's not like the flagger is anonymous and can't be tracked. There is also a thread called "flag vandalism", where you can report these stuff.

Individual users can only flag a given post once. Should probably be added to howto:flag, since this is a common misconception.
