The character desgins are by Takahiro Kimura, who is known for doing women with extremely large breasts and shapely proportions, so it's to be expect. It's the newest episode of R2, ep 12, and it doesn't really fit into the plot. Just another one of the fanservice ashford episodes although we get a bit more information to the rest of the story as well. It's just not the main focus.
It looks like my point did not come through after all. Most anime make use of fan service. That is not the determining factor in whether a story is good or bad. But what the heck, I loved this episode. It was funny as hell.

1. Detective Conan (subtle, but not strong or common enough to count) 2. Higashi no Eden (if anything, it has fan disservice) 3. Paranoia Agent (straight up none to speak of) 4. Dragonball Z (unless you're into muscle men) 5. Axis Powers Hetalia (no women to provide it) 6. Azumanga Daioh (the art style doesn't make it work) 7. Strike Witches (I cannot possibly call that garbage fanservice) 8. Any Gundam series (unless I'm missing something...)
And those are only the ones I've seen. There's still Noein, Ergo Proxy, and Angel's Egg, as stated previously.
