I'm pretty sure I was right in tagging it a chi-class torpedo cruiser. You've got the armband-like things, the top, the messy hair, the single large shield on one side and the arm thing on the other. Ri class heavy cruiser has none of those things. Plus it's pretty much identical to how Meitoro has drawn chi-class torpedo cruisers from behind before - see post #2495332.
