If you asked him to attack one servant he'd end up attacking a completely different one.

Is he really playable? There's no picture of him in the gacha screen and no description on the news section either.

He is, it's just that he's the new Caster Gilles. Locked until you clear the chapter, stuck in the story gacha, they didn't give him a rate-up, and not given as end-of-chapter freebie because he's a bad guy.
