But it won't activate if one of them dies. So in order to protect 45, 40 intentionally completed the mission and orders 45 to kill her. 40 appeals to 45's desire to live, and tells her to live for herself, not just as a tool for others. With her dying breath, 40 gives her dog tags to 45 and helps her escape.
This is just for UMP45's flashbacks, of course. I think it's a neat way to round out her character. It's also worth noting that UMP9 knows nothing about all of this.
EDIT: UMP40 lied. The security program would have only killed her, not both of them. She lied so that 45 can shed her naivety, and make her fully determined to live.
And how do the wrench wielding kid and his beret wearing lady friend fit into all of this?
They're 404 Squad handlers/maintenance personnel. Deele (wrench boy) mentions that the 404 are "illegal" T-Dolls, which means they can't get standard Griffon maintenance services.
