She doesn't have a neck visible because it's obviously covered. How long do you want her neck to be? The breasts are fine in position as if you look closely, they aren't coming out from her armpits. There's a slight definition in the top showing the outline of her right breast. Only actual thing wrong I see with the image is the breasts size difference giving she's not at that much of an angle. As well as the length of her midsection. But that's all I see, which is minor.

I would have flagged this, too. But not for the neck
But her torso looks very stiff and her middle part makes few sense. First, her breasts are extremely high and exposes a lot of her torso and that means her chest looks too high. I didn't calculate measurements etc. but it looks...weird in this case.
I can understand the flag, though.
