    I think that since the game only tells you when you catch "legal" fish, the idea is that you can catch fish in places like Orel or at times out of season, but that they don't count, so they don't appear and you aren't notified of catching them.

    I'm talking about the dialog Akebono isn't speaking. I'd correct it to something like "...perhaps you caught them in Orel?" or "'I caught them in Orel' you tell?" but I'm not sure of my Japanese. What I'm sure is the pronouns don't make sense and the dialog doesn't have any.

    She is the one speaking, though. It's like one of those things like Star Wars when talking to R2D2 where one of the characters doesn't speak, so the character that does speak repeats what they "said" back in question form so that the audience can understand the statement that they're responding to.

    I don't think so. Except for the flashing balloons, this artist is consistent between speech balloons with pointers and without pointers for off-screen characters. Also, the way ellipsis are put indicates a continuation from Ushio's speech after she got interrupted. And also, it's clear Akebono isn't R2D2, she can talk by herself.
