I think it's a case of normal "Can't commit" Harem Protag archetype. He isn't a harem lead. but still, he probably is too afraid of commitment.

Either he has commitment anxiety (which this series has hinted at), or he's totally misreading her and is afraid she'll say 'no' or thinks it'd be better to wait for some 'special moment' he already has planned, rather than just some ordinary day in the office immediately after looking up her skirt.

That's very likely what he's trying to do, and he did the "=3" sigh when he thought the topic was changed, and hesitated before giving the "wrong" answer, so it's likely foreshadowing for this...

... but at the same time, if he's waiting for the right mood to pop the question, his plan for setting that up was to lay down on the floor to stare up her skirt first thing in the morning, rather than, I don't know, redecorating the office to be a romantic surprise so he was actually working towards setting the mood instead of spoiling it straight off?

He wants her to get angry, just so he can know that she wants to get married.
