At least USS Texas is still around....she should have been put in for repairs awhile go, but now she's too bad off to even move.

There is this youtube video (https://youtu.be/2ET_Ah44ySg) that visualises how a dry berth would be built. Thing is the ship has to be moved, which I think is a bad idea given the weakened state she is in.

Better to encase her in concrete, as ithekro said above.
