I think she's trying to draw bodies with wide perspective. Much like barrel distortions in wide angle lens cameras

there's no way to accurately telling how her body were drawn behind that coat. but from seeing the length of the arm, the hip should be just slightly above her wrist/pocket. the legs are not short, it's just a deceivingly large coat that cover down to her thigh.

Ha! You can see the tags on her underwear. Great attention to detail, particularly on modern clothing.
