Sexuality and gender roles in Rome were vastly different then sexuality and gender roles in japan. Also, Nero never tried to convince Rome she was a man, she just didn't see a difference between either gender.

Yeah, in Rome, women were the legal property of their fathers, legally functionally indistinguishable from slaves and where their fathers could rape, murder, or sell them as they saw fit with no legal repercussion until the day that they were married off, at which point there was joint ownership of the woman between father and husband.

Ancient Japan was almost progressive by comparison.
