They aren't even supposed to be pokemon. It's a photoshop, and a horrible one at that. The picture is tiny and it's basically nothing BUT artifacts. Get this shit out of here.
Sorry, I got the picture from a Smash Bros video in Nicovideo, that's why the quality is so poor. Most of the video used original art, some of it was even just lineart/unfinished sketches, so I didn't think they'd have randomly inserted an edited picture in there.
Anyway, the "pokemon" thing about them is just their hairpins. The green haired one has the flower in Ivysaur's back and the blue haired one has a little shell as an hairpin.
