At the time of this post, the character is tagged as being Kotori, but I'm inclined to believe this is wrongly tagged - Kotori's eyes are not green and the hair color doesn't line up, either.

It's too light to be Dia, but the eye color fits and one can see what would appear to be her characteristic mole.

Can anybody verify?

I think it's Dia. Slight variations in hair color aren't that unusual in fanart.

The artist has drawn both Dia and Kotori before so it's pretty easy to tell it's Dia.
