Yes, because either this or marrying Shigure is basically the only way for Yamashiro to be happy, and with no Shigure, it's basically this or going abyssal and "Nice Boat". (Also, the same goes for Ooi - you need to marry both her and Kitakami for it to work. Hiei depends upon artist interpretation, but you could probably go for a "marry the whole Kongou class" solution, since Haruna definitely wants some, too.)

It's just a matter of whether the artist will want to make it work, or make it go the abyssal route because it fails spectacularly, instead, and she has even more to take revenge for.
