It's her nick for Yan Qing. Someone else mentioned this on a Kancolle picture, but about the only people who get tattoos in Japan are the Yakuza, especially ones as large as Yan Qing's. Okkie here is a bit of a nicknamer, so combined with that it's no surprise she would link him with organized crime.

I remember the post you are talking about (post #2959386), I didn't know Yan Qing was part of the yakuza nor that Osakabe-hime likes making nicknames, such is the fate when you upload but don't play Fate. This information is making me want to play it more.

He's not technically a Yakuza. However, that's the cultural background behind the nickname, and since Osakabe-hime is a distinctly Japanese Heroic Spirit, it's no surprise she calls him that. Especially considering Yan Qing really is an outlaw. Even if he is not a member of the Yakuza per say, he is indeed a criminal.

Ah thanks for more explanations, I feel a bit dumb uploading a lot of images of characters I barely know a thing about. So he has the power of shapeshifting?

Okkie is calling him literally 'tattoo Mafia' - the Mafia part is in katakana. It's not yakuza or 暴力団 /boryokudan/, the term used to refer to yakuza indirectly.

Being from Water Margin ,he predates the yakuza (and the Mafia, for that matter) by a good deal.

(Also, I'll get around to translating the rest of this... sometime)
