I always thought that strange hair colors in anime were one of those things that the audience could see, but wasn't a part of their world, such that characters would sometimes freak out about having white/grey hair or something, but the girl with crazy bubblegum pink hair in a giant double ringlet was considered totally normal.

It's apparently normal in their world. Like Yotsuba, which hair has a strange shade of green compared to the other character.
