Also they seem to have moments where the guy comes across more like a silly harem MC or said MC's pervy friend and then back to evil later on.

I do remember the aphrodisiac spray he was using but I assumed it was just an aphrodisiac. Had no idea of any mind bending powers it supposedly had.
I guess it is these important little details that I miss when I watch unsubbed raw episodes.
When I first watched I assumed he would go for Marina first since she seemed the more meek and easy target with Airi being more of a challenge, perhaps even trying to out him to the authorities before he got to her. Instead Airi gets hit first and she falls so very quickly and easily.
