I mean, even beyond the fact that this guy is repeatedly swiping bathing suits from the same girl, wouldn't somebody NOTICE the part where he came in and jackhammered out part of the concrete near the pool to install a booby trap and maybe tell him to not keep coming to this pool? (Or if he's the owner of the pool or something bizarre, wouldn't this girl just learn not to come to THIS pool?)

You can see trees past the water, and the girl's thought bubble are a direct callback to pastimages, where she's pretty obviously at a pool, not the beach. It just seems the concrete is yellow in this image.
(Also, this guy is clearly at some super-advanced stage of pigtail-pulling antisocial boy who isn't mature enough to tell a girl he likes her, so he bullies her, instead syndrome to be constantly stripping the same girl in public...)

I think she just had her hands up with her eyes closed long enough for him to quickly assemble it around her, while she was smug thinking that if she didn’t do anything this time, nothing embarrassing would happen.
