No, it looks like the artist just wanted to draw a scenario where Circe's Master (Probably Ritsuka) had passed away (maybe because humans will die earlier than Servants?) and Circe doesn't want to accept it.
Though it does bring into question if her Master is dead then how is she still around... Or maybe they won a Grail War, she wished herself to have a flesh body, then her Master died unexpectedly after?

Chaldea summoning system doesn't tie a servant to a master's mana supply 100% of the time, if i'm not mistaken. That's why she stayed even if Ritsuka (looks like it's him) even after his death.

Circe's also one of several irregular servants too, she is a divine spirit which should normally never *be* a servant in the first place.
