The aspect ratio is the standard non-square-pixel widescreen NTSC ratio of 3:2 (i.e. DVD resolution 720x480), which when viewed on a TV would be expanded to 16:9. On a square-pixel medium like computer monitors that means this image should be scaled from 720x480 to 853:480 for the correct aspect ratio.
"I wanna ****** with Konata!" I burst out loud laughing when I saw that. Of course, I've also seen other translations, much simpler, like "...combine!" which I'm guessing can have lesbian connotations to them. Or maybe a sub group was just being jerks.

I realize this is a month late now... but anyway, the screen aspect ratio is 4:3 or 16:9, whereas the ratio of pixel numbers is 720:480 i.e. 3:2, regardless of whether it's a wide or normal picture. This is because NTSC pixels are not square. So if you just take a DVD screencap and don't correct this (by scaling the native 720:480 to 854:480), the cap ends up with a 3:2 aspect ratio like the pic here instead of the 16:9 (or 4:3) ratio that it should have.
