    This is a folding fan. It is a tool that is waved back and forth in order to induce airflow. It consists of a frame made out of slender strips of bamboo or wood bundled up on one end, covered with Japanese paper (washi). It originated from the hiougi, slats of wood used to take ceremonial notes that are bound together when used. Hiougi here refers to the cypress wood fan.
    Hi-ougi... you say!? Hi-ougi here means "secret ultimate technique". In the Tales series this is sometimes translated as "mystic arte".
