There is no explanation for the size of the Ikki Tousen girl's breasts. Most of them have big ones. In fact, it's either flat or huge in the comic and same with the anime.

The guy behind the series just wanted us to have sexy curvy gals. So he's kinda like the anti-Zun (guy behind Touhou).

Her nipples are off (too high), but most likely because of the swimsuit that used to be there. Large breast tend to work like water baloons(but no one cares about that so meh) and the nipples usually face away from the body in a diagonal angle rather than straightforward on small or flat chests.
