My dictionary lists a definition as "a person of strong [firm] character" but I think dependable or reliable is more descriptive. "Firm" is the closest, especially in its multiple meanings, but it isn't that commonly used as a personality descriptor and may have some negative connotations in English.

since the tag "moe" is a apparently a nightmarishly ambiguous, how about this being the requirements for the moe tag. Besides, doesn't most of our stuff come from pixiv anyway?

Picking any definition is fraught with trouble. I don't think that this definition is well accepted even on Pixiv. We should continue to treat it as we have been and require a pic to explicitly mention moeness to qualify for it.
