Basically, it's a mistag. There's a weird effect of Danbooru translating the Pixiv tags. An artist will tag the character and any tag that has that hiragana or katakana in its "other names" will come up on the upload page. Instead of trying to make sure the right tag is used, some uploaders will just go ahead and add them. I'm removing alisa (girls und panzer).
