While not tagged as such on Pixiv I wonder if the girl lying on her back there is Raphtalia from that Shield Hero series, not watched it myself. If she is Raphtalia I assume the cat girl is also from that series?

Artists tend to create "original characters" around the times they are having an infatuation with a game or anime. I have lost count as to how many Miku clones I have come across under the original tag. But here, the artist drew Raphtalia "but gave her different colored eyes so it is okay original character do not steal".
