This is Marivel Armitage from Wild Arms 2nd Ignition.

Although, this rendition of Marivel is modeled from a series of storybooks in the 3rd game where she is seen in some scenes in this dress. She is also meant to look slightly younger than her present appearance too.

And to note- the difference between the storybook rendition of her and this version is that here, her hair's length is passed shoulders whereas the storybooks has virtually all her long flowing locks cut off.
