I might be one of those who are out of touch with current events, but why the sudden influx of Shaggy being manly and badass?
I found it first on Reddit, which is probably where it came from. Originally captions were made to be something like " impressive for you to make me use 1% of my power " and it kind of evolved from there. Will probably die out in a few days a more recent version of the meme using the movie interviews
The meme effectively has its origins through the series of memes that spawned after Ultra Instinct made its first proper appearance, and the insert song Ultimate Battle debuted. Folks were editing fighting scenes to make it seem like the combatant had Ultra Instinct, and it just so happened that a fighting scene from one of the Scooby/Shaggy shows fit just perfectly. Thus, Ultra Instinct Shaggy was born (though there was stuff earlier that year that also had Shaggy memes of this style, it was with UI Shaggy that it really hit the memestream).
Around the same time, folks were making tier lists in order to rank the powers of characters during the Tournament of Power, and the most "memetic", so to say, would be those implementing fan theories like how the Daishinkan is actually evil and how Gohan was going to achieve a form greater than before, which would grant him white hair (and since these were generally Hispanic in origin, the form was dubbed Gohan Blanco).
Slowly, these tier lists would get rather corrupted, with the addition of Gohan Calvo, Jiren's supposed older brother El Hermano, etc, and it would be here that Shaggy (among others) would find himself added, because there are just too many implications behind the idea that Shaggy had actually been holding his power back this whole time (plus, the notion is hilarious too, especially to those more creatively minded). And so, things just went from there, until today, where the meme has evolved to such an extent that now Shaggy's supposed hidden depths are being further and further discovered.

The jist is a recent Scooby-doo movie had Shaggy hypnotized to be more courageous when he hears a command word. He then proceeds to wreck the shit of an entire Hell's angel-a-like biker gang chapter *by himself.* Which, when taken into context means, if he wasn't a coward, Shaggy Rogers would be the Heavy of the scooby gang due to him, somehow, having actual combat experience.
