Pretty sure the artist is Shiseki Hirame, I recognize the artstyle and they usually like to draw Mordred, and when I use google image search their pixiv account comes up, but I haven't been able to find this specific picture there yet

Edit: I was right, it is Shiseki Hirame, but I found the picture on twitter and not pixiv
