Nah. Given the tone of the series, I really doubt it'll go this dark. Particularly with Semiramis looking like she may not have entirely thought this through.

That last one actually seems more like her asking if he was feeling hungry, and if so what kind of food does he like, because she has (apparently) plenty of everything.

I like your interpretation better. I was going for a more linear sequence of dialogue, but it'd make sense to suggest those things given how 2 of them were eaten at Disney World.
It also looks like she changed her clothes since earlier, which makes me wonder if people are going to confuse her for some kind of Disney villain costumed employee like that Donald Duck earlier...

I'm unfamiliar with how Disney Japan looks, but I don't think they're in Disney at all. Salter woke up in one of their rooms after Gudao was discussing the "Why" of Semiramis' actions, so we can surmise that they too have left the park at some undisclosed amount of time. That's a large enough gap for Semiramis to change her attire while the kid is asleep. That, or this is an interquel between Salter going unconscious and Salter waking up, making this a bit more ambiguous.

If it works anything like Disney in the US, the fact that she's in a costume at all (as opposed to her civvies in the park) indicates it isn't Disney. Only those too young to be mistaken for cast members are allowed to dress up in Disney parks.

Pretty much, no 501st allowed unless you're an employee assigned to do so. They are dead serious about making sure there is zero chance of anybody mistaking a non-employee for an official costumed character and thereby getting an unauthorized experience.
